For use of the Horse Palace


GOALS

1.To achieve a balance between homeowner use and scheduled events.
2.Make the Horse Palace self supporting.
3.Generate enough revenue to properly maintain and repair the facility.
4.Get users of the Horse Palace actively involved in carrying out the goals.


POLICIES

1.  The Horse Palace is a multi-use facility and will accommodate non-equestrian uses          from time to time. 
2.  All users of the horse palace will be required to sign waivers.  The waivers that are          to be used are attached and part of this policy.  No other waiver can be used                      unless it has first been reviewed by the SCA Attorney and approved by the Board            of Directors.
3.  All events will be required to provide a 1 million liability policy naming the                        Association as a co-insured during the entire duration of their event.
4.  The President and staff will book events and schedule Horse Palace use.   (NOTE:             Every attempt will be made to achieve balance between homeowner use and                   events.  With users paying to use the facility, it must be available to them no less             than 50% of the time.).  Any event that wishes to reserve the Horse Palace that is             a non-standard use will be reviewed to determine if the use is suited for the                      facility and can be reasonably accommodated.  If the President feels there are                  issues with the event, it will be presented to the Board of Directors for a decision.
5.   An updated schedule of events for the Horse Palace will be provided to the Board           every month as part of their agenda packet.  Any new events at the Horse Palace             will be reported to the Board.
6.  The Horse Palace Advisory Committee along with Association staff will promote               the Horse Palace to attract more events and users.
7.  The SCA and the Horse Palace Advisory Committee will sponsor events such as              the Hunter Jumper Classic, Ranch Hand Rodeo, Rough Stock Rodeo, and a new                event during Cowboy Poetry and other events as feasible for the purpose of                    generating revenue to be used for improvements to the Horse Palace.  SCA                      sponsored events will not pay reservation fees or other fees associated with use             of the facility.
8.  When the Horse Palace is not reserved, it is open to all authorized users.  During              open times, every authorized user has the right to use the facility.
9.  All property owners and non-property owners will pay fees for utilization of the                  Horse Palace.  Fees will be paid and waiver’s signed at the Spring Creek                           Association office.  There will not be any cards issued at the Horse Palace.  Cards            allowing access to the Horse Palace will be issued at the time fees are paid and                waivers signed.
10.  An authorization card is required for all users of the arenas whether they are riding          or not.
11.  Users must carry their authorization card at all times when using the Horse                        Palace and must present the card when asked by staff or security.  Anyone                      without an authorization card in their possession will be asked to leave.
12.  Any youth group using the facility must have an adult present at all times.


FEES AND RESERVATIONS

The Horse Palace can be reserved by the day.  A day is 24 hours beginning at 7:00 am and ending at 7:00 am.  Regardless of whether an event uses the facility for the time allotted, it will be reserved for that time period to allow for preparation before an event and cleanup after an event.

All reservations will require a one million dollar liability insurance policy naming the Association as a co-insured, will be required to sign a waiver and have all participants of their event sign waivers, and pay all applicable reservation fees (see below).

Reservation fees include normal grooming of the arena prior to the event, use of the arena and ancillary areas, bleachers and restrooms.  Staff is on-site from 8:00 am to 4:30 pm seven days a week.  If staff are required during any other times of your event, additional charges will be incurred (see below).  Other items that will be charged for are listed below. 

All reservations must provide the actual times the facility will be used and whether open riding will be allowed when not in use or designate areas during use if appropriate.

If an event is scheduled past the time that staff is on duty, the event will be required to secure the facility before leaving.  This will include making sure that everyone has vacated the building, all doors are locked, lights turned out, and any other items used (generator, heaters, etc.) are properly shut down and put away.  Failure to do so may result in additional charges.

A reservation schedule will be posted at the Horse Palace and updated weekly with new reservations.  Reservations must be made through the Spring Creek Association Office, 775-753-6295.   Any time not reserved will be open for authorized card holder’s use. 

Stall and Corral rentals do not include use of the arenas.  Stall rentals do include use of the walker (located in front of the stalls).

Horses must not be left unattended while on the walker.  Make sure that the walker is turned off when you are through with it.
