WHAT IS THE SPRING CREEK COA?
The Spring Creek Committee of Architecture (COA) is a committee established by the Spring Creek Declaration of Reservations (DOR) which are provided to every property owner. The DORs state that the Board of Directors shall appoint a five person committee from property owners and that "it shall be the general purpose of the Committee to provide for the maintenance of a high standard of architecture and construction in such manner as to enhance the aesthetic properties and structural soundness of the developed Tract." The DORs further state that the Committee shall determine whether the conditions contained in the Declaration of Reservations are being complied with and that the Committee may adopt reasonable rules and regulations in order to carry out its duties.
The five individuals who make up the COA are Spring Creek property owners. The only difference between these individuals and other property owners is these individuals have taken on the sometimes thankless job of trying to maintain the integrity and beauty of Spring Creek, by enforcing the DORs and Rules and Regulations. The COA approves all plans for construction in Spring Creek from fences to houses. The COA also reviews grievances from property owners about the state of other owner's property and also notifies property owners of any violations they have on their property.
Over the years the rules and regulations established by the original COA have been updated and revised as needed. In 2008, the COA undertook the massive project of reviewing and updating the Rules, Regulations and Policies Manual under which they operate. The SCA is pleased to report the revised Rules, Regulations and Policies Manual have been approved by the Board of Directors and the current COA. The 23 page Manual covers everything from explanations as to what the COA can restrict and prohibit. These manuals are available to any homeowner who requests one. The SCA staff has copies of the manual available at the office or you may call or write to the Association and request your copy of the Revised Rules and Regulations. The COA strongly urges all property owners to obtain a copy of the Revised Rules and Regulations and to review them.
